Mir,
I have the honour to submit for your con-ideracion the
following f·ctu; -
1.
Mr. J. Dunoon, a lemporary Assistant Engineer of this Dopuri-
-ment, has been placed on the permanent staff and given Juniority
over all of the other Assistant Engineers.

This promotion is calculated to affect ne very adversely
not at prevent it will in all probability do to in the near future,
and from thence throughout my service.

Upon learning that dr. Duncan's promotion had Laken, or vas
about to take pince, I addrezzed a letter (Encloure A) to the Hon.
Colonial Secretary in which I asked for the actter to be rugonkidur.
in the light of the injury that would be done to the Asti, cant

As I did not have exact knowledge of the causes which lend Lo Mr. Duncan's being given seniority over myself, I could only a Luna
that one or more of certain reasons for such action had been advanced
end I endeavoured to shew that those renkonk the only ones which
presented them,elyen to me, were not free from question.

I suggested, inter alia, that perḥrys Mr. Duncan was to be promoted because hiɛ onlary with other emoluments wal greater than
