Mir,

I have the honour to submit for your con-ideracion the

following f·ctu; -

1.

Mr. J. Dunoon, a lemporary Assistant Engineer of this Dopuri-

-ment, has been placed on the permanent staff and given Juniority

over all of the other Assistant Engineers.

This promotion is calculated to affect ne very adversely

not at prevent it will in all probability do to in the near future,

and from thence throughout my service.

Upon learning that dr. Duncan's promotion had Laken, or vas

about to take pince, I addrezzed a letter (Encloure A) to the Hon.

Colonial Secretary in which I asked for the actter to be rugonkidur.

As I did not have exact knowledge of the causes which lend Lo Mr. Duncan's being given seniority over myself, I could only a Luna

that one or more of certain reasons for such action had been advanced
